The decision follows a Supreme Court ruling overturning the commission’s earlier rejection of the report.
PKW head Sylwester Marciniak said that the approval was made to comply with a December 11, 2024, decision by the Supreme Court's disputed Extraordinary Control and Public Affairs Chamber.
Marciniak told reporters that the PKW's acceptance does not affirm the legal status of the chamber, whose legitimacy has been questioned by the EU Court of Justice.
In August, the PKW rejected PiS's financial report, citing illegal campaign financing activities. This decision led to significant financial penalties for the party, including reduced state subsidies and budgetary grants.
PiS contested the rejection, and the Supreme Court chamber ruled in its favor earlier this month, prompting the PKW’s reversal.
Marciniak said that the financial penalties imposed on PiS, amounting to over PLN 10.8 million in reduced subsidies and additional refunds to the state budget, would now be reversed.
Experts are working to finalize the exact sums, which the party expects to receive soon.
The decision was made during a meeting of the full nine-member PKW on Monday. Four members supported the approval, three opposed, and two abstained.
Marciniak said that the decision effectively closes the matter of PiS's 2023 parliamentary campaign finances, with no further appeals possible.
The PKW also adopted measures during the session to address ongoing concerns about the status of the controversial Supreme Court chamber.
The commission resolved to request the exclusion of judges from this chamber in future electoral matters and sought a meeting with Supreme Court President Małgorzata Manowska to discuss judicial panel compositions.
Some PKW members called on Poland's parliament and president to address the broader judicial uncertainty.
Looking ahead, the PKW is preparing for the upcoming presidential elections in 2025.
The commission also reviewed a proposal from parliamentary Speaker Szymon Hołownia for an "incidental law" to manage election disputes but announced that it does not resolve the systemic issues surrounding the contested Supreme Court chamber.
The PKW’s next meeting is scheduled for January 16.
