Gen. Sławomir Klekotka told reporters that a four-metre and a two-metre high fence would be completed by spring next year.
The move comes amid ongoing migration pressures along the 247-kilometre stretch of border overseen by the Podlaskie Border Guard.
"While it is much harder for migrants to cross, it is not impossible," Klekotka said, noting that people had been using ladders and cutting through existing barriers.
The border is already protected by a five-metre steel fence on 186 km of its length, reinforced with concertina wire, and monitored by cameras.
Additional rolls of concertina wire have been placed along the technical road running parallel to the fence.
According to authorities, the existing barrier is 98 percent effective.
The new fencing will be installed along the technical road, with engineering units deploying posts and mesh already distributed along the border.
Klekotka also outlined other ongoing projects, including the construction of observation towers and a paved road along the steel barrier.
Five towers over 70 metres high have already been installed, allowing surveillance of up to 20 km in good visibility, particularly across river sections
The road, which will cover more than 160 km of the border, is expected to be completed by the end of the year.
Since 2022, Polish authorities have spent approximately PLN 2.4 billion złoty (EUR 570 million) on investment projects along the Belarusian border.
