Deputy Interior Minister Magdalena Roguska said distribution would begin in three eastern provinces and expand nationwide, with all households expected to receive the guide by the end of January.

The 54-page handbook is already available in electronic form.

The brochure provides guidance on alarm signals and warning notices, first aid, and how to respond to emergencies such as fires, floods and air attacks.

It also outlines the universal duty to defend the country and explains the roles of state institutions and civilians during crises.

Emergency hotline numbers are included, along with practical advice for responding to various threats.

The guide was prepared by officials from the interior and defence ministries, along with other government agencies, state news agency PAP reported.

Interior Minister Marcin Kierwiński said the handbook is part of a broader civil defence and population protection programme that includes plans to establish 25 depots stocked with equipment for use during crises and wartime.

The depots will be located in "strategic, well-connected places," Kierwiński said, calling the initiative the biggest civil defence programme in Polish history.

"Every Pole has a duty to defend their homeland, but the state also has a duty to prepare the infrastructure needed to protect every citizen," he said, adding that the effort follows "years of neglect" by the previous government.

The Programme for the Protection of the Population and Civil Defence has a budget of PLN 34 billion (EUR 8.1 billion, USD 9.5 billion) for this year and next.

The initiative aims to strengthen alarm and communication systems, expand collective protection facilities and improve civil defence capabilities nationwide.
