In a message published on social media, Tusk said Christmas had a special significance, adding that "we need these holidays today more than ever", as daily news was filled with stories that "provoke fear and sadness".
Referring to events this year, he said that "the world has gone mad more than once", adding that "lies and hatred appear to be shaping a new era".
Tusk said there was a global sense of impunity, adding that "war criminals feel untouchable, traitors pose as patriots and aggressors seek ever greater power, while victims are humiliated".
"How do we deal with this growing evil?” he asked, answering that "love and goodness" remained a powerful force.
Tusk said Poles "carry enormous strength in millions of hearts” and stressed that "as long as we stay together and believe in that, decency, truth, honesty and mercy will prevail".
"It is we who decide what the world is like," he added.
The prime minister wished Poles "peaceful, safe and family-oriented Christmas" holidays, calling for "light, love and courage" to be shared with others.
