If convicted, he could face a minimum of eight years in prison and up to life imprisonment.
The suspect, identified only as Oleksandr D., was detained in early March by Polish Homeland Security and Border Guard officers.
The investigation, which concluded on Tuesday, resulted in an indictment. The man has been temporarily detained for three months pending trial.
Jacek Dobrzyński, a spokesman for Poland's security services, said investigators believe Oleksandr D. used the Messenger app to encourage a Polish citizen to participate in espionage activities against Poland.
"These activities were supposed to involve providing photos of military vehicles crossing the Polish-Ukrainian border with aid for Ukraine," Dobrzyński said in an interview with public broadcaster Polish Radio’s IAR news agency.
"In exchange for the information, the Pole was offered EUR 15,000," he added.
"The material collected in the investigation leaves no doubt as to the guilt of the accused, allowing the prosecutor to draw up an indictment for the suspect's acts, which are punishable by imprisonment for no less than eight years," Dobrzyński told Polish Radio.
