Annalena Baerbock, the German Foreign Minister, has stated that Ukraine was attacked by Russia and therefore drone attacks on Russia fall within the legitimate defence of the country.
In the first year of the war, commentators and think tanks assumed that there was an unspoken instruction from the US that Ukraine should not escalate its defence into Russian territory.
