These negotiations have been in progress since Marshal Halif Haftar of the Libyan National Army, an influential figure in the Libyan conflict, visited Moscow in September.

The discussions involve the potential deployment of Russian naval vessels and military personnel to a Libyan port, with Tobruk, located along the Mediterranean Sea, cited as a probable candidate. Russia would in turn supply Libya's National Army with advanced anti-missile defense systems.

Independent military analysts have raised concerns that Russia's establishment of a base in the Mediterranean would significantly increase the security threat to the European Union. According to Bloomberg, this development could lead to heightened electronic observation of EU nations by the Russian military, potentially disrupting the balance of power in the region.
