The new measures also target individuals accused of destabilizing EU member states, including GRU operatives involved in sabotage and diversionary actions.

EU foreign ministers are expected to formally approve the package on Monday.

Diplomats said the measures supplement existing sanctions rather than constitute a full new package. A broader set of sanctions is being prepared for the fourth anniversary of Russia’s invasion of Ukraine, depending on developments on the battlefield and in peace talks.

The EU last imposed sanctions on Russia on October 23, when it adopted its 19th sanctions package.
