Secretary General Mark Rutte said Europe must take greater responsibility for its own security.
He welcomed President Donald Trump's announcement that 5,000 additional US troops would be deployed to Poland, but stressed that other NATO allies should also increase their defence commitments.
Rutte acknowledged that details of the US troop deployment are still being worked out.
He said the goal is to build a stronger Europe and a stronger NATO that, over time, will be less dependent on any single ally.
The meeting comes days after reports the Pentagon halted a planned rotation of a US armoured brigade to Poland – part of broader moves to reduce American forces in Europe.
A week later, Trump announced the 5,000-troop deployment to Poland, though it remains unclear whether this represents a net increase or a partial reversal of earlier reductions.
On Ukraine, Rutte said ministers would discuss ensuring "sustainable, predictable and long-term" military support for Kyiv.
The talks are also intended to lay groundwork for the NATO summit in Ankara, Turkey, scheduled for 7–8 July.
Sweden is hosting a NATO foreign ministers' meeting for the first time since joining the Alliance.
Poland's Deputy Prime Minister and Foreign Minister Radosław Sikorski is among those attending.
