The German government has declassified a previously top-secret security document on Nord Stream 2. The report, including the opinion that reliance on Russia poses no energy-security risk, was accepted by Merkel's government only months before the Russian invasion. 

The German weekly Der Spiegel notes that the previous German CDU-SPD coalition even believed Germany's energy security would improve with the Nord Stream 2 pipeline. The weekly adds that this revalation is likely to reignite debate on German culpability for the energy crisis.

The report argues for Russian reliability based on past experience, stating that “gas deliveries from the Soviet Union and later from Russia to Germany have been reliable and contractual for decades, even in times of political tension.”
