"In the case of Russia's actions in Ukraine we have examined the evidence, we know the legal standards, and there is no doubt: these are crimes against humanity," Harris the Munich Security Conference, an annual gathering of policymakers taking place this weekend.
"And I say to all those who have perpetrated these crimes, and to their superiors who are complicit in these crimes, you will be held to account," Harris, a former prosecutor, said.
Although the official findings, preceded by a legal analysis led by the U.S. State Department, carry no immediate consequences, Washington hopes that it could help efforts to hold Russia accountable for the crimes it committed in Ukraine, according to the Reuters news agency.
