Mateusz Morawiecki made the statement after an informal meeting with a group of EU leaders in Zagreb, Croatia, on Thursday, Polish state news agency PAP reported.
Poland's prime minister held talks with his Croatian counterpart Andrej Plenković, Italian Prime Minister Giorgia Meloni and Malta's Robert Abela, as well as European Council President Charles Michel.
The working dinner in the Croatian capital focused on the EU's strategic agenda, according to the Polish Prime Minister's Office.
Afterwards, Morawiecki told reporters that "it was a very good meeting" about key challenges facing the European bloc.
The Polish prime minister said the EU was "at a crossroads" and had to decide whether "to issue more and more regulations" about the economy, migration or foreign affairs, or whether "to focus on crucial challenges and for member states to help each other."
Morawiecki added that there were proposals to "take powers away from member states so that most issues are decided in Brussels."
He stated that, according to the Polish government, "member states should make most decisions" and the EU should allow national institutions to "set policy priorities."
Poland's prime minister told reporters that the gathering in Zagreb had also focused on the situation in Ukraine and ways to strengthen the NATO alliance.
The meeting was part of Michel's consultations with EU national leaders on the bloc's Strategic Agenda.
Earlier this week, the European Council president held similar mini-summits in Berlin and Copenhagen, and another such gathering is scheduled to take place in Paris.
The talks began at an informal EU summit in Granada, Spain, in October, the PAP news agency reported.
