The report, presented to the US Senate, outlines the key threats posed by ambitious global powers, including a confrontational Russia and an assertive China, which are challenging the international order and America's primacy.

According to the report, Russia, while not seeking a direct military conflict with the United States and NATO, continues to implement asymmetric strategies in Ukraine, believing its tactics are effective.

The US intelligence community has also highlighted China as the principal threat, dedicating a significant portion of the report to Beijing's ambitions and actions that undermine US interests and global stability. This includes pressing Taiwan towards reunification and expanding its military and technological capabilities.

The report discusses Russia's resilience in the face of sanctions and its ability to sustain a long-term high-intensity conflict.

The importance of US support for Ukraine is emphasized, with intelligence officials asserting that additional assistance is crucial for Ukraine to regain the offensive initiative.

The document also notes the booming trade between Russia and China, seeing it as part of Moscow's strategy to mitigate the impact of international sanctions. Both countries' military and technological advancements are underlined as factors contributing to the heightened global security risks.
