This decision was greenlighted by EU member state ambassadors on Wednesday and will be finalized by the bloc's foreign ministers on Monday, according to an EU diplomat.
The sanctions list includes 19 individuals and one entity, according to reports.
Radio Free Europe first reported that the sanctions will target Russia's Federal Prison Service, as well as investigators, prosecutors and judges involved in Navalny's case.
Notably, the list also includes Oleg Orlov, co-chairman of the Nobel Peace Prize-winning human rights group Memorial, alongside St. Petersburg artist Sasha Skochilenko and other political prisoners.
Under these sanctions, the assets of the targeted individuals and entities will be frozen within the EU, and those sanctioned will be prohibited from entering the bloc and from sharing economic resources, either directly or indirectly.
Alexei Navalny, a prominent figure in the Russian opposition and a vocal critic of President Vladimir Putin, was arrested in January 2021 upon his return to Russia from Germany, where he had been recovering from a poisoning attempt allegedly carried out by Russian secret services.
On February 16, 2024, Navalny's sudden death was announced while he was serving a 19-year sentence for alleged financial crimes in a penal colony beyond the Arctic Circle. He was 47 years old.
In March 2024, the EU imposed sanctions on 33 individuals and two entities linked to Navalny's death.
