Poland prepares to adopt EU's ETS2 system for construction and transport: official

Poland is preparing to implement the European Union's ETS2 emissions trading system for buildings and transport, Deputy Climate Minister Urszula Zielińska said on Wednesday.

She added that the government plans to offer subsidies to prevent any financial burden on citizens due to this move.

Speaking to public broadcaster Polish Radio, Zielińska asserted that the ETS2 system will not negatively impact Polish households.

She argued that the system was designed to avoid affecting households and lower-income individuals, particularly those facing energy poverty, while it will contribute to emissions reductions in sectors such as construction.

The ETS2 system is a component of the EU's flagship Fit for 55 climate initiative. From 2027, ETS2 certification will cover commercial buildings and transport, and from 2029, it will also apply to private buildings and road transport.

To soften the effects of the new emissions trading system, the EU has established the Social Climate Fund for 2026-2032, with Poland potentially eligible for up to PLN 50 billion (around EUR 11.5 billion, USD 12.5 billion) in subsidies.
