Poland and Germany tied for the fourth-lowest rate among member states in September, each with 3.4 percent, the agency's data showed on Wednesday.
Meanwhile, Spain had the highest seasonally-adjusted jobless rate in the EU, at 14.6 percent, while Greek unemployment was the second-highest at 13.3 percent.
