Poland launches 'Flat for a start' program with PLN 500 million to support first-time home buyers

The Polish government has introduced a new housing initiative named "Flat for a start" aimed at assisting individuals in buying their first apartments.

Krzysztof Hetman, the Minister of Development and Technology, announced that the program, backed by a PLN 500 million allocation from the state budget, is expected to commence in mid-2024.

According to Hetman, "Flat for a start" is currently a proposal from the Ministry of Development and Technology and is still under consultation. The program, designed to support first-time homebuyers, proposes an age limit for single individuals, allowing them to benefit from the program until the age of 35.

Hetman outlined the income criteria for the program, specifying that the income limit for a single-person household is set at PLN 10,000 gross, and for a two-person household PLN 18,000 gross.

The minister anticipates that within the first year of its operation, approximately 50,000 loans could be granted under this initiative. He further explained that the subsidy component of the program would be spread over a 10-year period. The loan subsidy rates are structured based on household size, with one- and two-person households receiving a 1.5 percent subsidy, three-person households 1 percent, four-person households 0.5 percent, and five-person households receiving a 0 percent subsidy.

A novel aspect of "Flat for a start" is its inclusion of individuals contributing to the cost of social housing. While the program primarily targets first-time homebuyers, an exception is made for families of five who seek a larger apartment.
