Polish deputy climate minister Krzysztof Bolesta, working with his Mexican counterpart Alicia Bárcena, led talks that secured broad backing for a new Just Transition Mechanism, both from both developed and developing nations.
The initiative aims to combine climate goals with measures that protect jobs, support vulnerable communities and ensure economic stability during the shift towards climate neutrality.
The framework is designed to integrate existing initiatives under the UN Climate Change Convention and promote socially responsible climate policies, including access to technology, decent work opportunities and protections for vulnerable groups.
During the summit, Bolesta chaired a ministerial roundtable on Just Transition, underlining that the success of climate policy depends on public confidence that the transformation benefits everyone, not just select groups.
"We must balance climate ambitions with social responsibility," the Polish minister said, emphasising the importance of including social considerations in national climate and energy strategies.
The Polish delegation also held a high-level bilateral meeting with UN Secretary-General António Guterres, focusing on key negotiation issues such as adaptation financing and the role of individual countries in achieving global climate goals.
Poland’s approach prioritises people, security and education, promoting worker retraining, access to affordable energy and environmental education as cornerstones of future climate policies, according to the ministry.
COP30 in Belém, Brazil, concluded on 22 November 2025 after extended negotiations.
Delegates agreed on frameworks for the Just Transition Mechanism, but critics noted that concrete commitments on emissions reductions remained limited.
