The 28-year-old, who rides for the Bahrain-Victorious cycling team, beat Portugal's João Almeida by 1 second overall in the seven-stage 1,130 km race.
Polish cyclist Michał Kwiatkowski placed third in the final standings, 17 seconds behind Mohorič.

Poland's Patryk Stosz was named the most active rider in the annual race, which was held for the 80th time, attracting more than 160 cyclists from 24 teams based in various countries.
Belgium's Tim Merlier won the last, 166.6 km, leg of the race from the industrial city of Zabrze, in Poland's southern Silesia region, to the historic city of Kraków on Friday.
