The 23-year-old, who rides for the Ineos Grenadiers cycling team, beat Thymen Arensman of the Netherlands by 11 seconds overall in the seven-stage 1,200 km race.
Spanish rider Pello Bilbao placed third in the final standings, 18 seconds behind Hayter.
The fastest Pole, Jakub Kaczmarek, finished 28th overall, one minute and 38 seconds behind the winner.

France's Arnaud Demare won the last, 177.8 km, leg of the race, which ended in the historic city of Kraków on Friday.
Poland's Patryk Stosz was named the most active rider in the annual race, which was held for the 79th time, attracting more than 140 cyclists from 22 teams based in various countries.
