Mateusz Morawiecki’s words came after Russian President Vladimir Putin signed decrees recognizing the two breakaway regions as independent, the polskieradio24.pl website reported.
“It is an act of aggression against Ukraine,” Morawiecki wrote in English on Twitter.
Putin had signed the decrees in a ceremony shown on state television, news outlets reported.
Morawiecki tweeted: “Recognition of two self-proclaimed 'republics' amounts to rejection of dialogue and blatant violation of international law. It is an act of aggression against Ukraine that must be met with unequivocal response and immediate sanctions. It is the only language Putin understands.”
He called for an urgent meeting of the European Council to discuss the matter.
Russia’s lawmakers are set to consider the presidential decrees on Tuesday.
The leaders of Ukraine and NATO countries, as well as senior officials from various international organisations, had urged Putin not to sign the decrees.
According to some independent commentators, Putin's decision was a provocative move as fears mounted of a Russian invasion of Ukraine.
Under this view, Putin's decision is designed to justify a Russian incursion into the breakaway republics, collectively known as the Donbass, under the pretext of protecting pro-Russian separatists, polskieradio24.pl reported.
These latest developments came after the White House said US President Joe Biden agreed "in principle" to a meeting with Putin as long as Russia does not further invade Ukraine.
