The event opened with a welcoming ceremony at Heroes' Square in the Hungarian capital on Monday morning, Polish state news agency PAP reported.
Poland's President Andrzej Duda, Hungary's János Áder and Slovakia's Zuzana Čaputová were meeting to talk about the future course of the regional Visegrad Group (V4) as well as "values and interests in a changing geopolitical landscape," public broadcaster Polish Radio’s IAR news agency reported.
Poland's Duda was expected to brief the gathering on a migrant crisis at his country's border with Belarus and security challenges on the eastern edges of the EU and NATO, according to Polish presidential aide Jakub Kumoch.
On Tuesday, the Polish head of state is scheduled to address an international conference in Budapest.
The four-nation Visegrad Group (V4) is a regional cooperation platform that brings together Poland, the Czech Republic, Hungary and Slovakia.
Czech President Miloš Zeman was unable to come to Budapest in person due to ill health, but attended the event remotely, reporters were told.
