During a press conference in the northern Polish city of Gdańsk, speaking next to European Commission President Ursula von der Leyen—a key proponent of the pact, an all-encompassing reform introduced by the European Union to collectively manage the irregular arrival of asylum seekers—Tusk stated:

“I said this again to Madam President today, and I'm pleased that my arguments were heard and understood: Poland will not implement the migration pact in a way that would result in any additional migrant quotas for Poland.”

Tusk added that Poland has already "opened its borders and homes to two million refugees from Ukraine" following the Russian invasion, which puts the country in a unique position.

“If anyone in Europe were to say that Poland should take on even more burdens, then no matter who it is, I will tell them that Poland will not comply—full stop,” Tusk added.
