Under a new civil protection and defence law, in force since last year, nearly PLN 5 billion (EUR 1.2 billion) has been allocated to municipalities for shelter construction and renovation.
The question now is how to spend it well – and which countries have already found the answer.
Finland has around 50,500 civil defence shelters, enough to accommodate nearly the entire urban population.
Most can be made operational within 24 hours.
