The Zaporizhzhia nuclear plant is still being operated by Ukrainian staff, even though it has been occupied by Russian troops for several months.

Putin's decree is an attempt to bring the plant closer to Russian control. However, Russian forces have been retreating in the region around the plant.

At the same time, Rafael Grossi, the head of the International Atomic Energy Agency, is visiting both Ukraine and Russia in attempt to increase safety concerning the plant. He told Reuters that "The situation with regards to external power continues to be extremely precarious. We do have at the moment external power but it is, I would say, fragile, there is one line feeding the plant."

The Ukrainian nuclear agency Energoatom called the decree "void, absurd and inadequate".
