Although Volodymyr Zelensky said that he greeted the Russian announcement of a withdrawal from Kherson, to positions behind the Dnipro river, with "caution", NATO's Jens Stoltenberg has expressed the view that this is a major setback for Russia.
Stoltenberg told journalists in Rome, "What is clear is that Russia is coming under heavy pressure and if they leave Kherson it would be another victory for Ukraine."
The defeat is particularly symbolic because the district of Kherson is one of the areas where Russia organised a "referendum" in an attempt to legitimise annexation.
