Kyrylo Budanov, Chief of the Main Intelligence Directorate of the Ministry of Defense of Ukraine and Major General, said today that, "The Russian missile arsenal has been running at critical minimum for some time now."
He admitted that Russia is constantly producing new missiles, but their number is "insignificant" in comparison to the number of missiles that have already been fired at Ukraine.
American Director of National Intelligence Avril Haines said at the Reagan National Defense Forum, "[O]ur own sense is that they are not capable of indigenously producing what they are expending at this stage [...] That’s why you see them going to other countries, effectively, to try to get ammunition.”
