Footage provided by the Ukrainian military seems to confirm the allegations that Russia has resorted to using phosphorus bombs in Bakhmut.
Phosphorus bombs are permitted under international law, but not where civilians would be likely to suffer "collateral damage" alongside military targets.
BBC analysis confirmed that fires were ablaze in an area near a school in Bakhmut, however, they were unable to confirm whether phosphorus bombs had been used there.
