Zelensky's remarks came after Putin suggested the assailants attempted to flee through Ukraine, intensifying accusations against Kyiv.

"Today Putin spoke again to himself, and again it was broadcast on television. He again blames Ukraine. He is a sick and cynical creature. Everyone is a terrorist except him, although he has been feeding on terror for two decades," Zelensky asserted in a speech made public Monday night.

He further accused Putin and his special services of being the actual propagators of terror, predicting a decline in violence once Putin is out of power.

Putin, without acknowledging claims by the Islamic State or corroborations by US intelligence regarding the group's responsibility, labeled the attackers as "radical Islamists" and sought to scrutinize their purported escape attempt to Ukraine.

The attack on Crocus City Hall in Krasnogorsk resulted in at least 139 fatalities and over 180 injuries, with search operations extending through Tuesday evening.
