This meeting is the first between Ukrainian and U.S. delegations since the tense exchange between Presidents Donald Trump and Volodymyr Zelensky on February 28 in Washington.
At the start of the talks, journalists were briefly allowed into the conference room in a luxury hotel.
US seeks signs of Ukrainian flexibility
The U.S. delegation, led by Rubio and National Security Advisor Michael Waltz, aims to gauge whether Ukraine is open to potential compromises that could help advance peace efforts.
"There will be no end to this war unless both sides make concessions," Rubio stated ahead of the talks in Jeddah. Ukrainian representatives reportedly proposed a ceasefire framework that includes security arrangements in the Black Sea, limits on long-range missile strikes, and a prisoner exchange.
Moscow, however, has made no indication that it is prepared to compromise. The Kremlin has previously said it would only agree to a ceasefire if Ukraine abandons its NATO ambitions and accepts Russian control over occupied territories.
Zelensky highlights Saudi role in diplomacy
President Zelensky, in a statement on X, called his meeting with Saudi Crown Prince Mohammed bin Salman productive, stressing Saudi Arabia’s role in diplomatic efforts. He emphasized the need to secure the release of prisoners and the return of Ukrainian children, seeing these as key steps toward building trust in future negotiations.

We discussed all key issues on the agenda—both bilateral matters and cooperation with other partners. I acknowledged the Crown Prince’s efforts in bringing true peace closer. Saudi Arabia provides a crucial platform for diplomacy, and we appreciate this. The Ukrainian delegation remains in Jeddah to work with the U.S. team on Tuesday, March 11, and we hope for practical outcomes. Ukraine’s position in these talks will be fully constructive. With the Crown Prince, we had a detailed discussion on the steps and conditions needed to end the war and secure a reliable and lasting peace. I specifically emphasized the issue of the release of prisoners and the return of our children, which could become a key step in building trust in diplomatic efforts. A significant part of the discussion was dedicated to the formats of security guarantees. We appreciate Saudi Arabia’s readiness to expand economic cooperation and invest in Ukraine. We discussed key sectors for investment, starting with security, energy, and infrastructure. We share a common vision for economic development and interaction, particularly regarding Ukraine’s reconstruction. The Crown Prince also shared Saudi Arabia’s ambitious economic strategy, and we wish our partners success. We are ready to collaborate and are confident that stronger ties between our nations and regions will benefit both our peoples and the world.

Zelensky also welcomed Saudi investment in Ukraine, particularly in security, energy, and infrastructure, as part of the country’s post-war reconstruction.
The U.S. State Department reiterated Trump’s commitment to ending the war as soon as possible, emphasizing that "all sides must take steps toward ensuring lasting peace."
