The summit brings together key European leaders, including the heads of the UK, Germany, Italy, as well as representatives from NATO, the EU, Norway, Canada, and Turkey, all part of the "coalition of the willing," committed to supporting Kyiv in developing a long-term security plan.
Key participants and the absence of the U.S.
Prime Minister Donald Tusk represents Poland at the summit.
Ukrainian President Volodymyr Zelensky is also participating in the talks.
Notably absent from the meeting are the United States, though French President Emmanuel Macron has assured that he will speak with President Donald Trump after the summit, which is expected to conclude around 1:00 PM.
Debate over military support and troop deployment
This is the second meeting in this format, following the initial gathering in London in early March. In addition to the contentious issue of sending Western troops to Ukraine, discussions focus on military aid and monitoring a potential ceasefire.
However, no agreement has been reached on troop deployment - Poland opposes the idea, Italy supports participation only under a UN mission, and France stresses the need for forces to deter Russia. Turkey has expressed willingness to join but may seek renewed negotiations on its EU membership in return.
