Zelensky made the remarks after meeting with the head of Ukraine's Foreign Intelligence Service, Oleh Liuhovyi, who briefed him on the activity.
"Along our state border, on Belarusian territory, construction of road infrastructure and ammunition and fuel storage depots is nearing completion — facilities that have no justification other than a military one", Zelensky wrote on social media.
He said the construction is concentrated along five border corridors: Kobryn-Kovel, Ivanovo-Manevychi, Luninets-Sarny, Rechytsa-Korosten and Homel-Chernihiv. According to Zelensky, Russian documents describe the activity in the context of what the Kremlin calls its "special military operation".
"Belarus knows what steps it should take for peace. The buildup of border infrastructure serving aggression must be stopped", Zelensky said.
Earlier Thursday, Belarusian leader Alexander Lukashenko confirmed that representatives of Zelensky had recently visited Minsk, but struck a defiant tone. "Tell your president that if he thinks he can drag us into a war, he should understand that the character of the war has changed significantly", Lukashenko said, according to Ukrainian outlet Ukrainska Pravda, speaking during a meeting with the governor of the Moscow region.
Lukashenko nonetheless said Belarus does not intend to fight Ukrainians and does not want to be drawn into the conflict between Ukraine and Russia.
In mid-June, Lukashenko apologized to Zelensky for past harsh remarks toward Kyiv and pledged no Belarusian military action against Ukraine. Belarus subsequently shut down relay stations used to control Russian drones, following an ultimatum from Ukrainian authorities.
