The Starlink system was operating more normally on Thursday, shortly after the Trump-Musk conversation, according to US and Ukrainian officials cited by the newspaper.
Some Ukrainian officials told the WSJ that the system had not been fully restored but was operating at higher speeds than under the restrictions, the Reuters news agency reported.
Ukrainian President Volodymyr Zelensky said earlier on Thursday that Starlink's full speed had not been restored in Ukraine. He added that he hoped to discuss the issue with US Secretary of State Marco Rubio in the coming days.
Ukraine relies on Starlink for battlefield communications and drone operations. The restrictions have hampered Ukrainian attack and air defence drone missions against Russia, according to Reuters.
Trump has denied being involved in the decision to restrict the service.
Rubio told reporters on Wednesday that decisions on Ukraine's access to Starlink were up to its parent company SpaceX, and Musk, its CEO, rather than the White House, Reuters reported.
