Ukrainian Foreign Minister Dmytro Kuleba has said that Russia's escalating rhetoric about its nuclear weapons and warnings of a "real" risk of World War III breaking out mean that Moscow is sensing a defeat in its war against Ukraine.

Russia's top diplomat Sergei Lavrov on Monday accused NATO of engaging in a "proxy battle" against his country by arming Ukraine, saying this was creating a "serious" and "real" danger of nuclear war, news agencies reported.

Kuleba commented in a tweet that Russia was losing its "last hope to scare the world off supporting Ukraine."

Hence "the talk of a ‘real’ danger of World War III," Kuleba tweeted.

"This only means Moscow senses defeat in Ukraine," he added.

"Therefore, the world must double down on supporting Ukraine so that we prevail and safeguard European and global security," Kuleba also said.

Russia's Lavrov said on state television on Monday that the risks of World War III "are now considerable," the Reuters news agency reported.

"I would not want to elevate those risks artificially," he added, as quoted by Reuters from the Russian foreign ministry's transcript of the interview. "Many would like that. The danger is serious, real. And we must not underestimate it."

Lavrov was also quoted as saying that "NATO, in essence, is engaged in a war with Russia through a proxy and is arming that proxy. War means war."

Defence ministers from more than 40 countries gathered for an international conference in southwestern Germany on Tuesday to discuss new forms of support for Ukraine's armed forces as they battle Russia's invasion.
