Amnesty International accuses Ukraine of endangering civilians - Ukraine contests claims

Ukraine has responded to Amnesty International's criticisms that Ukrainian forces have used tactics that put Ukrainian civilians at unnecessary risk and represent a violation of international humanitarian law.

Amnesty International published its report on 4th August, claiming that Ukraine has been setting up military bases in highly populated areas, exposing civilians to unacceptable risk.

“Being in a defensive position does not exempt the Ukrainian military from respecting international humanitarian law,” says Agnès Callamard, Amnesty International’s Secretary General.

Amnesty International also states that there are many instances where Russia has committed war crimes where Ukraine has not used civilian objects or populated areas for military bases.

Mykhailo Podolyak, an advisor to President Zelensky, has contested Amnesty's claims, alleging that Amnesty International is participating in Russia's disinformation campaign:

Since the Russian invasion of Ukraine on 24th February, Amnesty International has published over 100 articles and reports on the conflict, the overwhelming majority devoted to Russia human rights abuses in Ukraine, as well as many articles on other human rights abuses in Russia.
