Poland’s proposals are set to be discussed at a meeting of EU ambassadors in Brussels on Wednesday, public broadcaster Polish Radio’s IAR news agency reported.
Exclusion of Russian firms from UER system
Notably, Poland has proposed that Russian companies be excluded from the Upstream Emission Reduction (UER) system, officials said.
The system allocates so-called UER certificates to mining companies that reduce greenhouse gas emissions.
These companies, which include subsidiaries of Russia’s energy giant Gazprom, can then sell their UER certificates to fuel suppliers on the European market, according to IAR.
Therefore, the sale of UER certificates represents an additional source of revenue for the Kremlin, officials said.
Software, Druzhba oil pipeline, diamonds
Moreover, Poland is calling for sanctions on Russian software, computer services and cyber security services, IAR reported.
In addition, Warsaw is urging a ban on the import of Russian oil through the northern pipe of the Druzhba/Friendship pipeline, reporters were told.
Other proposed measures include an embargo on the import of diamonds, rubber and calcium from Russia; and the exclusion of Russia's Gazprombank from the SWIFT financial messaging system, according to officials.
Poland has also called for sanctions on the import of various goods from Russia’s ally Belarus, including furniture, asphalt and glass products, the IAR news agency reported.
