The announcement coincided with Ukrainian President Volodymyr Zelensky’s meeting with Nordic leaders in Oslo, during which Norwegian Prime Minister Jonas Gahr Store reaffirmed Norway's commitment to supporting Ukraine's defense against Russia.

UK Defense Minister Grant Shapps outlined the UK-Norway coalition's objectives: "This capability boost marks the beginning of a new dedicated effort by the UK, Norway and our allies to strengthen Ukraine’s maritime capabilities over the long term, enhancing their ability to operate in defending their sovereign waters and bolstering security in the Black Sea."

The coalition, joined by several allies, aims to expand Ukraine's navy, making it more compatible with Western standards and NATO. This is a strategic response to Russia's blockade in the Black Sea, which has significantly impacted Ukraine's economy and trade routes.
