Beauty parlours and hairdressers in such regions have been allowed to reopen.
Meanwhile, a system of mixed on-site and online education has been brought in for younger pupils in 11 provinces.
While announcing last week that rules would be loosened, Health Minister Adam Niedzielski told reporters: "This is a very cautious step."
A swathe of restrictions is being maintained in provinces with a higher number of COVID cases, including the densely populated southern coal-mining region of Silesia, and the central Łódzkie region.
Poland reopened nurseries and preschools to all children a week ago. Under previous rules, preschools across the country had been allowed to admit only children of medics, soldiers, police and firefighters.
Officials on Sunday reported 7,219 new coronavirus infections and 193 more deaths, bringing the country's total number of cases during the pandemic to 2,758,846 and fatalities to 65,413.
