Duda proposed the creation of a European mechanism to coordinate the production and distribution of protective medical equipment.
He also argued joint research on biotechnology and modern treatment methods was needed.
"The result of this should be a transparent division of responsibilities between countries. This is all the more important since epidemiologists are already warning that similar [crisis] situations may happen in the future," Duda said.
His letter was sent on Wednesday to leaders of European Union, Eastern Partnership and Western Balkan countries, Polish state news agency PAP reported.
A total of 12,415 people have tested positive for the COVID-19 disease in Poland, with 606 deaths from the coronavirus so far, officials said on Wednesday morning.
