Jadwiga Emilewicz said: "Growth maintained at a level of 3 percent … is a safe path for the Polish economy to develop. We are talking about growth at around three-and-a-half percent for this year."
The Polish parliament is on Friday expected to vote on whether to accept this year's budget.
The government in December approved a balanced budget for 2020 that expects the economy to grow 3.7 percent, with inflation targeted at 2.5 percent.
Prime Minister Mateusz Morawiecki said last year that the 2020 budget would be the country’s first without a deficit since the fall of communism and the start of market reforms three decades ago.
The Polish economy expanded by 4 percent in 2019, after posting 5.1 percent growth in 2018, the country’s Central Statistical Office (GUS) said in an estimate at the end of last month.
