Donald Tusk made the declaration in Brussels on Wednesday, Polish state news agency PAP reported.
The newly appointed prime minister, who was sworn into office earlier in the day, spoke to reporters at the EU-Western Balkans summit.
Asked when Poland would receive the EUR 5 billion downpayment, approved by EU finance ministers last week, Tusk said he would discuss the matter on Friday with Ursula von der Leyen, the head of the EU's executive Commission.
The Polish prime minister stated: "There is a 90-percent chance that on Friday I will be able to say 'mission accomplished.'"
From Thursday to Friday, Tusk will be taking part in a European Council meeting focusing on further EU support for Ukraine and its people amid the Russian invasion, as well as EU enlargement policy, efforts to bolster the bloc's security and defence capability.
EU recovery funds for Poland
Poland is entitled to EUR 59.8 billion from the EU's post-pandemic recovery fund, including EUR 34.5 billion in loans and EUR 25.3 billion in grants, according to officials.
The funds have been withheld due to a dispute between Warsaw and Brussels over the rule of law, including judicial independence, under Poland's previous conservative government, the PAP news agency reported.
Tusk told reporters in Brussels that his Justice Minister Adam Bodnar, a former ombudsman, "represents a guarantee that the rule of law has returned to Poland."
The prime minister added that Bodnar had already held phone calls with the EU commissioner for values and transparency, Věra Jourová, and the commissioner for justice, Didier Reynders, public broadcaster Polish Radio's IAR news agency reported.
Their talks focused on ways to unblock the EU cash for Poland, Tusk said.
