The 31-year-old Pole on Sunday finished narrowly ahead of France's Benoit Cosnefroy to add to his triumph in the 2015 edition of the Dutch classic, Poland’s PAP news agency reported.
The one-day race from Maastricht to Valkenburg was 254 km long.
The win marked another career high for the Polish rider.
Kwiatkowski, the 2014 world road race champion, won the 2018 Tour de Pologne, Poland’s largest cycling race.
In March 2018, he won the weeklong Tirreno-Adriatico race in Italy.
