"We will continue to insist on a full oil and gas embargo," he told reporters in Brussels, speaking alongside NATO Secretary-General Jens Stoltenberg.

Kuleba also pleaded for more aircraft, air defence systems, missiles and military vehicles from NATO allies, the Reuters news agency reported.

The head of Ukraine's presidential office, Andriy Yermak, was quoted as saying late on Wednesday that "sanctions against Russia must be ruinous enough for us to end this terrible war."

Yermak called for "an embargo on the supply to Russia of technology, equipment, minerals and ores" as well as "rare earth dual-use minerals" to "stop the production of weapons in Russia," according to Reuters.
