According to Interfax Ukraine, Ukrainian President Volodymyr Zelensky arrived in the United States for talks with U.S. President Donald Trump regarding a deal on mineral and rare earth development, as reported based on flight data.

The agreement between the U.S. and Ukraine, negotiated over recent weeks, does not require Kyiv to use profits from mineral extraction to repay past American aid but instead establishes a fund where 50% of revenues from resources like rare earth minerals, oil, and gas will be allocated.

However, it lacks clear security guarantees for Ukraine, which had hoped to secure them in exchange for access to its natural wealth, and there were no commitments for further U.S. military assistance.

As reported by the Polish Radio News Agency (IAR), part of Poland’s national broadcaster, opinions in Ukraine are divided. Some see the deal as beneficial for Kyiv, while others worry that it fails to address key security concerns and could weaken Ukraine’s position in future peace negotiations.

President Zelensky plans to raise these concerns in his talks with President Trump, as the preliminary nature of the deal means its future may depend on tangible American support.

The Kyiv Independent reported that it obtained the text of an 11-point agreement establishing the Investment Fund for Reconstruction to support Ukraine’s long-term economic stability.

The fund will be jointly managed by the U.S. and Ukrainian governments, with Kyiv committing 50% of future revenues from natural resources. However, the deal excludes existing state budget revenues, meaning major oil and gas producers like Naftogaz and Ukrnafta will not be affected.
