Speaking at a summit of Indo-Pacific leaders in Tokyo, Biden said: "It appears to me that Putin is trying to extinguish a culture. He's not even aiming at military targets any more, he's taking out every school, every church... as if to try to obliterate Ukrainian culture and the world has to deal with it and we are."
Biden told the leaders of Japan, Australia and India that Russia's "brutal and unprovoked war against Ukraine has triggered a human catastrophe" and "is more than just a European issue," Polish state news agency PAP reported.
"It's a global issue," Biden said.
"We're navigating a dark hour in our shared history," Biden also said in Tokyo on Tuesday, as quoted by broadcaster CNN.
Tuesday marks three months since Russia invaded Ukraine on February 24.
