The office reported in a statement that Russian forces had set up "pseudo-law enforcement agencies" in detention centres and a police building in the city, according to news outlets.
The police, prosecutors and experts based their findings on documents signed by the Russian forces that occupied Kherson soon after invading Ukraine in February, the statement said, as cited by the Reuters news agency.
"Various methods of torture, physical and psychological violence were applied to people in cells and basements," the Ukrainian prosecutor-general's office said in its statement on Monday, as quoted by Reuters.
Meanwhile, Dmytro Lubinets, a top Ukrainian human rights investigator, was quoted as saying that thousands of Ukrainians were subjected to torture in Russian captivity in the occupied parts of the Kherson region.
Ukrainian Prosecutor-General Andrii Kostin has said that more than 700 bodies have been discovered in the liberated areas of Ukraine's Kharkiv, Kherson and Donetsk regions during the last two months, according to Ukrainian state news agency Ukrinform.
"Over the past two months, within the de-occupied areas of the Kharkiv region, Kherson region and Donetsk region, more than 700 bodies have been discovered,” Kostin said at the weekend, as quoted by the Ukrinform news agency.
"About 90 percent of them are those of civilians," he added in a statement.
Kostin also said that more than 20 sites were found in these three regions where Ukrainian citizens were illegally detained and tortured, according to the ukrinform.net website.
Ukrainian President Volodymyr Zelensky said earlier this month that investigators had uncovered more than 400 Russian war crimes in his country's southern Kherson region after the withdrawal of Russian forces.
