The US think tank made the assessment in its latest report on the war in Ukraine, published on Wednesday night.
"The apparent Russian failure to establish a cohesive command structure among forces defending on the east (left) bank of Kherson Oblast continues to degrade Russian morale and combat capabilities," the ISW wrote.
For instance, units of Russia's 810th Naval Infantry Brigade (Black Sea Fleet) operating near Krynky, 30 km northeast of Kherson City and 2 km from the Dnipro River, "are refusing to conduct assaults on Ukrainian positions due to a lack of artillery coordination, tactical intelligence transmission, and proper communication about the location of Russian minefields," the US analysts added, citing the Ukrainian General Staff.
Zelensky visits Ukraine's southern regions
Ukraine's President Volodymyr Zelensky on Wednesday visited troops in the southern Kherson province, the Ukrinform news agency reported.
Zelensky spoke to army commanders about Ukraine's counteroffensive against Russia on the east (left) bank of the region, and discussed "additional provision of drones and reinforcement of frontline air defense," according to officials.
Ukraine's president also visited the Odesa and Mykolaiv provinces.
Czech Republic announces EUR 2.5m in non-military support for Ukraine
The Czech government on Wednesday approved EUR 2.5 million in fresh non-military assistance to help Ukraine repel the Russian invasion, the RBC-Ukraine news agency reported.
The funding will be provided through NATO and is designed "to respond to the increasing complexity of the international security situation by intensifying efforts to maintain support for Ukraine," the foreign ministry in Prague said.
Meanwhile, NATO on Wednesday provided medical ventilators "to support emergency and intensive care units" in hospitals across Ukraine, according to officials.
Thursday is day 645 of Russia’s war on Ukraine.
Russia invaded Ukraine on February 24, 2022, launching the largest military campaign in Europe since World War II.
