Ukraine ready for peace talks with Russia, Trump tells Congress

US President Donald Trump told Congress on Tuesday that Ukrainian leader Volodymyr Zelensky had expressed a willingness to return to negotiations aimed at ending the war with Russia.

“Ukraine is ready to come to the negotiating table as soon as possible to bring lasting peace closer,” Trump said, quoting from Zelensky’s message. "Nobody wants peace more than the Ukrainians."

Ukraine ready to sign rare-earth minerals deal with US

Trump also told Congress that Ukraine is prepared to sign a deal on rare-earth minerals with the United States – an agreement the White House views as crucial for maintaining US support of Kyiv’s defense.

The paused US military assistance – valued at over USD 1 billion – could hinge on Ukraine’s commitment to the deal, the Reuters news agency reported, citing its sources.

US Treasury Secretary Scott Bessent, speaking to broadcaster Fox News, downplayed speculation of an imminent signing, saying “there is no signing planned.”

Zelensky aims to ‘make things right’ after White House clash

Zelensky addressed the tensions that erupted during his Oval Office meeting with Trump last week, calling it “regrettable” and stating he is ready “any time and in any format” to sign the minerals agreement.

“We do really value how much America has done to help Ukraine maintain its sovereignty and independence,” Zelensky said.

Trump suspended US military supplies to Ukraine following the contentious meeting, insisting Kyiv demonstrate full commitment to peace talks with Russia.

In Moscow, the Kremlin cautiously welcomed Trump’s aid freeze, describing it as “the best possible step toward peace,” although it noted the need to confirm the status of US assistance.

Meanwhile, Ukrainian Prime Minister Denys Shmyhal said on Tuesday that while Ukrainian forces can continue to hold the line, Kyiv “will do everything possible” to sustain collaboration with the United States.

Zelensky proposed a phased approach to peace – starting with a prisoner release and mutual ceasefire of air and sea attacks, hoping to progress swiftly toward a final settlement.

Pressure mounts on Europe

With US military support on hold, European allies have stepped up. Britain and France have each offered troops to reinforce a prospective ceasefire.

Germany’s political parties agreed on a proposal to create a EU 500 billion (USD 531 billion) defense fund, and European Commission President Ursula von der Leyen has proposed mobilizing up to EUR 800 billion for EU defense.
