Independent outlet Meduza notes the increase aligns with Putin’s broader plan to grow the armed forces, which have surged from one million personnel to 1.5 million over the last three years.
In February, Russia’s Defense Ministry revised rules for mandatory medical exams, effectively narrowing grounds for exemption.
Observers say these changes make it increasingly difficult to secure a health-related deferment.
