The 28-year-old, who rides for the Bahrain-Victorious cycling team, on Sunday finished ahead of Portugal's João Almeida and Poland's Michał Kwiatkowski in the annual race's 203 km second leg between the western city of Leszno and the resort town of Karpacz in the southwestern Karkonosze Mountains.
The second-fastest Pole, Rafał Majka, finished 10th in Karpacz on Sunday.
Belgium's Tim Merlier won the first leg of the annual race, which saw cyclists cover a 183.7 km circuit route starting and ending in the western city of Poznań on Saturday.
The third leg of the 80th Tour de Pologne will on Monday see cyclists race a 163 km route starting in the southwestern city of Wałbrzych and ending in the mountain resort of Duszniki-Zdrój near Poland's border with the Czech Republic.
The remaining stages of the 2023 Tour de Pologne end in the southern cities of Opole, Bielsko-Biała and Katowice before the race concludes in the historic city of Kraków.
More than 160 riders from 24 teams based in various countries are taking part in the seven-stage 1,130-km race, which runs until August 4.
